from political activity and not to write anything which can properly be regarded as of a political character. That is what is laid down in the Co-lonial regulations for Government officials. I take it that you accept the other conditions about payment which were laid down in Mr. Goadby’s letter. I sincerely hope, however, that it will not be necessary to apply those conditions if you come to a good understanding with the students.

1.    Dr. De Haan will continue to be lecturer in Penal Law. Having regard, however, to the unfortunate state of feeling which has arisen between certain Hebrew Students and himself, he is prepared this year not to lecture or to examine in the 2nd. year.

2.    An intensive course (probably three hours a week) on Penal Law by another lecturer will be shortly arranged for the students of the present 2nd. and 3rd. years who failed to attend Penal Law lectures last year. The examination in Penal Law at the end of this course will be deemed to be the final examination on this subject for the purpose of the Diploma.

3.    Any student of the ist Year who fails to attend Dr. De Haan’s lectures will be deemed guilty ofgross insubordination and liable to expulsion.

4.    The Directorate reserves the right to cancel any special arrangement if they are satisfied that students of the ist year are being dissuaded from attending Dr. De Haan’s lectures.

His Majesty’s Service eiste vóór alles rust in het Mandaatsgebied.
