Government of Palestine Legal Secretary’s Office Jerusalem June 2ist 1922.

Dear Dr. De Haan:

Mr. Bentwich has handed me your letter of the 2oth June. We do not as a general rule ask our outside lecturers to undertake to accept so far as regards their political and literary activities the position of Government Servants. However, as practical persons we are bound to take note of the fact that your political activities have rightly or wrongly resulted in the abstention of all our Hebrew Students from your Classes. I am quite indifferent to the nature of your activities, but as Director of the Classes I do not see how I can reasonably be expected indefmitely to sanction the ap-pointment of a lecturer whom circumstances show will have no Students to hear him. If you will give us your written undertaking to abandon your political activities we may then hope that a class would be formed. If you insist upon continuing your political work the probability in my opinion of a class being formed is so remote that it may be neglected.

With reference to the Commercial Law, it was at my suggestion that we added the last paragraph to my letter. You were appointed a lecturer in Commercial Law just about the time when these troubles broke out and on your application. I am not going to bind myself to appoint no other person, although I do not say that if a reconciliation between you and the bulk of your co-religionists was effected, I should not hope that you might résumé the Commercial Law.

I assume that you are prepared to accept the financial arrangement men-tioned in my letter. As to the ambiguity which you mentioned in conver-sation with me, my meaning was that unless a class averaging six was formed and continued to attend, we should not be bound to continue the appointment.

You suggest that someone in this Office has informed the Students of the reservation I have made as regards the Commercial Law. This is of course a serious allegation against us all, and I shall be much obliged if you could give me details which might enable us to tracé the origin of the information. Please be kind enough to let me have a reply soon. Yours truly,

Goadby
