as Director, I pray for the peace of the classes and as this can only be secured by the abstinence on the part of the lecturers from provocative political action, I expect them to recognize facts and to abstain from such action. Government officials are bound to do so, and those who have associated themselves with an institution such as ours should, even though they are not Government officials, recognize that they are morally bound by a similar understanding.

I hope you will not think that I am interfering with your political views, and you know that I am disinterested. I am supporting you in the trouble which has arisen with the students because, having confidence in your professional capacities, I do not think that we ought to encourage the students in uncontrolled expressions of feeling by asking a lecturer to resign merely because of some external political action on his part. Dear Dr. De Haan:

Mr. Bentwich has spoken to me of the understanding arrived at when you saw him last week, and it will be well to put the arrangement on record. The Directorate of the Legal Classes is prepared to retain you as lecturer in Penal Law in the Classes next year, provided that you will give a written undertaking not to take any active part in any political society or move-ment, and not to write to the press anything on any question which can properly be called political. You will be subject, that is, to the same restric-tions in your political or literary activity as a permanent official of the Palestine Government.

You will not be entitled to payment as a lecturer unless a minimum of six students as an average attendance at the lectures; and in any case where no student attends at lecture you will not be entitled to payment for that hour. I may add that I think that as no lectures have yet been given in Commercial Law, the Directorate of the School should be free to appoint another lecturer in Commercial Law if circumstances require it.
